To directly answer your question, I wrote an article about if you can train off-ice here. I also specifically designed the Downhill Skating System to be used with Marsblades (except for outside edge slides like the jab step). Precise puck control can be learned with a floorball stick or Green Biscuit. And the Slingshot can be learned with a floorball stick or just a tennis ball.
Game specificity isn't as important as you think from an equipment standpoint. But game specificity is extremely important from a mechanics and mindset standpoint.
